Russia: Despite potato shortage, import quota only weakly used
Although potatoes have been scarce and expensive in Russia for several months, importers there have only used about half of the quota for duty-free imports.

According to the Moscow Ministry of Agriculture, the import quota for potatoes was initially set at 150,000 tons for January 1, 2025, and later increased to 300,000 tons. Of this, 151,300 tons, or just over half, were not used. The temporary import regulation was discontinued on July 31.
According to the Agriculture Ministry, the duty-free import quotas for apples and carrots were used even less. The total quota for apples was 230,000 tons, of which 221,328 tons remained unused. Thus, only 3.8% of the quota was used. The situation is somewhat better for carrots, according to the ministry: Of the total quota of 55,000 tons, 43,737 tons remain, corresponding to a utilization rate of 20.5%.
